Can't Find RS-3000 VIP System
The RS-3000 systems, otherwise known as VIP security systems from 1990 - 2001 Toyota vehicles were dealer installed systems. This means the system was not installed at the factory but rather at the dealership by a Toyota Service Technician. The problem is that even though they are supposed to put the receiver (module) in a certain spot they could choose where they put it. This leads to difficulty for some customers who need to access the module to perform programming (specifically VIP systems using programming procedure 603.)
Below is a diagram of the proper locations the technician was supposed to place the receiver. Most would place it under the driver's seat no matter which vehicle they put it in. If yours is not under the seat then try any of the following locations below:
